Requires at least Member. The email must belong to an active member of the organization (400 OWNER_NOT_MEMBER) and the flag-ownership feature must be enabled (400 FEATURE_NOT_ENABLED).

Request body for PUT /api/v1/orgs/{org}/projects/{project}/flags/{flag}/owner. A dedicated sub-resource for the same reason as expiry: the main flag PUT is a full replace, so an owner field there would let every client that doesn’t know about owners wipe one. email must belong to an active member of the organization (case-insensitive).
